The American Era makes a provocative argument about America's world role. It establishes the rationale for a grand strategy that recognizes American preponderance as necessary and desirable for coping with the perils of the post-9/11 world. First, militant Islamic terrorism plus weapons of mass destruction pose a threat of an entirely new magnitude and require us to alter the way we think about the preemptive and even preventive use of force. Second, the UN and other international bodies are habitually incapable of acting on the most urgent and deadly problems. Third, in an international system with no true central authority, other countries will inevitably look for leadership to the U.S. If America, as the world's foremost power, does not take the lead in confronting the most dangerous threats, no one else is likely to have the ability or the will to do so. Thus, at a time when threats from terrorism and weapons of mass destruction are a reality, and when such values as human rights, liberty and stability cannot be reliably assured by institutions such as the UN and the European Union, active intervention on those issues that matter most becomes a necessity, not an option. Robert J. Lieber is currently Professor of Government and International Affairs at Georgetown University. He is an expert on American foreign policy and U.S. relations with the Middle East and Europe. He received his undergraduate education at the University of Wisconsin and his Ph.D. at Harvard and has held fellowships from the Guggenheim, Rockefeller and Ford Foundations, the Council on Foreign Relations, and the Woodrow Wilson International Center for Scholars. Lieber has taught at Harvard, Oxford and the University of California, Davis, and has been Visiting Fellow at St. Antony's College Oxford, the Harvard Center for International Affairs, the Atlantic Institute in Paris, the Brooking Institution in Washington, and Fudan University in Shanghai.

Past It's Sell - By Date

This book is boilerplate "Intro to US Foreign Policy 101" transformed into three magazine articles, and then transformed again into a small book. The preface describes what the introduction will tell you. The introduction then tells you what the introduction will tell you; which then tells you what the three original magazine articles will tell you. 10% into the book the story begins. By 20% into this book it was clear the author was not going to offer any substantive analysis, but rather a guided tour through the news headlines of the Bush era, together with some brief explanatory asides. For example we learn to distinguish between a realist and neo realist, but never about who or what a neo conservative is. By a third of the way through I was ready to give this book a one star thumbs down.

I relented and have given three stars. The main problem with this book is that it's main thrust was obsolete by the time it was published. Since then we've had the collapse of neo conservatism and the subsequent institution of a more "realist" policy, first under Gates and the US military command. And then its continuation and development under Gates and Clinton in the Obama administration. Clinton's broader diplomatic initiatives seems to have born some fruit. So far as America is perceived and a somewhat more positive shift in foreign government cooperation. (Well, except for the French and Russians. But some things never change.)

The deeper security issue voiced most forcibly by VP Cheney has been faced in a necessarily bipartisan way. The fact that nuclear and biological materials could be smuggled into the country is a profound existential threat to American domestic security. This was the issue Cheney locked in on as the fundamental threat the govt had to deal with. Diplomacy no doubt has played its part securing cooperation where possible from foreign intel services) but the fundamental issue has not been diplomacy but steadily enhancing foreign and, particularly, domestic surveillance capability.

Unfortunately these developments, originating with Bush's initial reaction to 9/11 and the diplomatic environment and options Bush faced )the main subject of this book) - none of this is hinted at in this book. Which is, therefore, largely irrelevant to an understanding of America's Power and Strategy in the 21st Century.

I gave it three stars because, though it hardly reaches the level of a good article in the Economist. It, at least offers a walk-about for readers who want more understanding of some significant diplomatic considerations at stake for us and our nation. To this end Prof Lieber offers and easy overview of the broad policy issues and considerations that President Bush alternately ignored, and then was forced by political reality and events to tackle. In the end, arguably, effectively.

A great book by a great authority---yet accessible to all readers: full of wisdom, clarity, and uncommon common sense

Intellectual integrity, deep understanding, clearly written: the ideal book to explain the American role in the world of today

Robert Lieber has successfully accomplished what dozens, if not hundreds, of other authors have sought to do: he has written a clear, concise, wise and clear-minded book that explains to the general reader why the United States of America, regardless of which party holds the White House or the Congress, will be the world's major guiding force for the century ahead. He brilliantly explains the arcane and often invisible workings of the various segments of the American government that are responsible for our foreign policy---and shows what the underlying purpose of American foreign policy is. His sharp mind, his crystal clear writing, his vast reading, his conversations around the world with policy makers, scholars and citizens of countries as diverse as those in China and Japan, Iraq and Israel and Germany, the U.K. and France---all add up to a readable, non-partisan book that lays out the challenges and the policies that have shaped and will continue to shape the American role in the 21st century. It takes a real expert to be able to write as beautifully as Lieber does: any fool can obfuscate; Lieber clarifies and sheds the light of his learning, his wisdom and his integrity as a thinker and as a scholar on every page of this splendid book.
